Can anyone translate this for me? I think it might be Latin but I’m not sure?

Et unum pulcherrimae es quam vidi, Jessica. Haha, Volo french dicere sed nunc latinem scio.

A guy friend said this to me and I’m not sure what it means or even what language it is. I tried a bunch of online translators but nothing is really working. Any help would be appreciated (:

It’s garbage Latin – put together by someone who knows a little bit about Latin, but not enough to compose a sentence.

It’s probably supposed to mean:

And you are one of the most beautiful I saw, Jessica. Haha. I want to speak French, but now I know Latin.
